Abstract: Government should offer the medical insurance system as the Quasi-Public goods and service appropriately to avoid wasting public resource and resulting in government's financial burden. Through analyzing the allied health care data from the United States, Canada, Britain and other countries, the direction of future health care reform in China and the United States is the medical security system become better and approaching perfection day by day in the process of government and the market adjusting "failure" and the "trial and error" and "correction" of government and the market adjusting "efficiency" constantly
