Li junsheng is chairman of the academic committee of central university of finance and economics, chief research officer in the center for china fiscal development, director of the institute of new public finance, former vice president of central university of finance and economics. he is also the ed candidate of the talents project of beijing municipality, cross-century young academic leader of the ministry of finance, and recipient of special government allowance from the state council. professor li is a communist party member, born in december 1960 in liaoning province. 

Professor li obtained his bachelor’s degree in economics from liaoning university in 1982, and master’s degree in economics from central university of finance and economics in 1987, and his phd in economics from chinese academy of social sciences. from july 1998 to october 1999, he studied in columbia university in new york; from april to may 2000, he studied in the world bank in d.c. us; and from september 2001 to december 2002, he was the visiting professor at university of waterloo in canada.  

In 1982, professor li began to teach at the communist party school of the fuxin municipal committee of cpc, liaoning province. since 1987, he started teaching at the department of public finance at the central university of finance and economics and became a lecturer in the same year; he was promoted to associate professor in 1993 and professor in 1997, and in 2001 he became a doctoral advisor. since 1988, he has successively served as deputy director and director of public finance department in the school of finance, president assistant, and president assistant/curator. he has been serving as vice president of the university since june 2003. 

Since 1982, professor li has published more than 100 academic papers in journals from home and abroad including economic research journal, economic management journal, economic perspectives, public finance research, china quarterly, etc. he has also published more than 40 monographs and textbooks, including one english textbook. he chaired multiple research projects sponsored by national social sciences fund, undp, world bank, asia development bank, and other provincial projects.
