Ma haitao is the incumbent vice president, professor and doctoral advisor of central university of finance and economics (cufe). he is the recipient of special government allowance from the state council, leading talent of philosophy and social sciences in the “national initiative for special talents”, ed national candidate for the “new century talent project”. born in 1966 in shandong province, professor ma is a communist party member.

Professor ma studied public finance and obtained his bachelor’s degree in economics from jiangxi university of finance and economics in july 1988. he studied the same major and obtained the master’s degree in economics from cufe in april 1991. in july 2000, he graduated from the public finance major, remin university and received the phd in economics.  

Since 1991 professor ma started teaching in the public finance department of cufe, became a lecturer in 1993, associate professor in 1995 and professor in 2000. in 1995, he was the deputy director of the public finance department, dean of the school of public finance and public administration in 2003, dean of the school of public finance in 2006, dean of the graduate school in 2015, and vice president of the university in november, 2017.
