About this paper

Due to the complexity of practical experience in various countries and the diversity of research perspective, the related terminologies used in the medium-term budget framework study exist uncertain significance and mixed-use phenomenon. This paper systematicly sorts out the origin and meaning of the entire medium-term expenditure frameworks (MTEFs), clarifies the expression of different terminologies and their advantages and disadvantages, and establishes a preliminary conceptual system standard of medium-term budget framework by literature analysis and comparative analysis methods. This paper will provide systematic conceptual foundation to medium-term budget framework study and remove conceptual obstacles for the application of medium-term budget framework in China. We think we should translate MTEF, which is the core terminology of the most widely used mid-term budget framework, into "Medium Term Expenditure Framework". At the same time, we should make "medium-term budget framework" as the superordinate concept of "Medium Term Expenditure Framework", and as a general terminology for the MTEFs system.
