在过去的50年里,由于以前欠发达经济体的快速发展,世界发生了前所未有的变化。虽然这种转变在亚洲最为明显,但整个拉丁美洲、东欧和非洲国家也经历了快速的经济增长。在过去30年里,全球生活在绝对贫困中的人数急剧下降。
哪些政策和投资使各国充分开发了其自然资源和人民的潜力?发展经济学主要围绕这个问题展开。在过去的50年里,这一领域研究迅猛发展,使我们能够了解个人、家庭和公司的行为特性,以及他们的行为是如何形成及受到外部因素(包括公共政策)的影响。
这次短期课程将让学生们领略发展经济学的广阔领域。我们将研究一些具有开创性的经济发展理论,同时也将在微观层面探讨理解经济发展过程中所做的丰富的实证研究。这门课程将特别侧重于劳动和就业、人力资本(即教育、卫生和营养)和人口统计学(即人口、死亡率和生育率)等问题。
Over the last 50 years, the world has been transformed – as never before in human history – by the rapid economic development of previously under-developed economies. While the transformation has been most visible in Asia, countries throughout Latin America, Eastern Europe and Africa have also experienced rapid economic growth. The number of people in the world living in absolute poverty has fallen dramatically over the last 30 years.
What are the policies and investments that allow countries to develop the full potential of their natural resources and their people? The field of development economics is largely centered around this question. Over the past 50 years, the field has expanded rapidly and allowed us to understand how individuals, households, and firms behave and how their behavior both shapes and is influenced by external factors, including public policies.
This mini-course will attempt to give students a flavor of the vast field of development economics. We will study some of the seminal theories of economic development, but also address the rich empirical research that has been done in understanding the process of economic development at the micro level. The course will focus particularly on issues of labor and employment, human capital (namely, education, health, and nutrition), and economic demography (namely, population, mortality and fertility).

Anil Deolalikar教授是加州大学河滨分校的经济学教授和公共政策学院的创始院长,加州大学全球健康研究所董事会主席。他曾在华盛顿大学、宾夕法尼亚大学和哈佛大学任教,并在2002-2003年期间担任世界银行在印度的首席人类发展经济学家。
Deolalikar教授是一位发展经济学家,出版了五本书和近75篇文章,内容涉及发展中国家的儿童营养、健康、教育、贫困和社会保护经济学。Deolalikar 教授是《亚非研究杂志》和《发展中社会杂志》的联合编辑,美国科学促进会的会员。他还获得了世界银行颁发的罗伯特·麦克纳马拉国际发展研究金。Deolalikar教授曾担任一些发展中国家政府和国际组织的顾问,包括亚行、世界银行、开发计划署和美国国际开发署,负责各种研究和政策项目。

The course will be taught by Professor Anil Deolalikar, who is currently Founding Dean of the School of Public Policy at the University of California, Riverside. He has taught development economics over the last 30 years at the University of Pennsylvania, Harvard University, University of Washington, and the University of California, Riverside. He also serves as Chair of the Board of Directors of the University of California’s Global Health Institute, and previously served as Lead Human Development Economist for the World Bank in 2002-03.
Professor Deolalikar is a development economist who has published five books and over 75 articles on the economics of child nutrition, health, education, and poverty and social protection in developing countries. He is co-editor of The Journal of Asian and African Studies and The Journal of Developing Societies. He is an elected Fellow of the American Association for the Advancement of Science, and serves as an advisory board member to the Bill & Melinda Gates Foundation on the use of cost-benefit analysis in health and development. Early in his career, he was a recipient of the Robert McNamara Fellowship for International Development awarded by the World Bank. He has served as advisor and consultant to several developing-country governments and international organizations, including the ADB, World Bank, UNDP and USAID, on a variety of research and policy projects.
Professor Deolalikar obtained his BA summa cum laude from Harvard University, Diploma in Economics from Cambridge University, a Ph.D. from Stanford University, and completed a Rockefeller Foundation Postdoctoral Fellowship in Economic Demography from Yale University.
